IBCC and MOFA Attestation Guide for Pakistani Students 2026

About This Guide

๐Ÿ• 9 min read

Foreign universities, scholarship programmes and embassies want proof that your Pakistani documents are genuine. That proof is a chain, and each link comes from a different office. School certificates (Matric and FSc) go to IBCC first. Degrees and transcripts go to HEC. After that, MOFA adds the final government seal, either an apostille or a general attestation. Only some destination countries then ask for one more step, legalisation at their embassy.

The MOFA end of the chain changed this month. A circular dated 14 Oct 2026 (Dir (CA&OP)/2026-Attest) says that from Monday 12 Oct 2026 MOFA Islamabad and its Liaison Offices in Lahore, Karachi, Peshawar, Quetta and Gujrat use a Digital Attestation System. You apply online, pay, and receive an e-certificate by email after processing. Visits are not needed except in exceptional cases. That circular was shared with us, but the portal at portal-attestation.mofa.gov.pk is new and we have not been able to check its screens ourselves. Please confirm every detail on the portal before you pay or send anything.

This page is the overview. For the IBCC side, including attestation, equivalence for O and A levels, fees and verification, read our full IBCC guide. For the MOFA side, including apostille versus general attestation, e-certificate checks and country by country notes, read our full MOFA guide. Use this page to see the order of steps, then open the detailed guide for the step you are on.

Order matters. IBCC (or HEC) comes before MOFA, and MOFA comes before any embassy legalisation. MOFA's own checklist says BISE certificates need the IBCC countersignature before they go to MOFA. O and A level students need the IBCC equivalence certificate before attestation, and equivalence alone takes 15 to 20 working days. Start early.

Why This Matters

โœฆ

Foreign offices reject unattested documents

Scholarship programmes, universities and visa sections ask for documents that passed through the right chain. A genuine original on its own is usually not enough.

โœฆ

The MOFA process changed on 12 Oct 2026

Older guides, videos and agent advice describe counter visits and in-person collection. Following them can send you to the wrong place or make you pay for steps you no longer need.

โœฆ

Each step feeds the next

MOFA works from IBCC or HEC attested documents. A mistake early in the chain, such as a name mismatch, comes back as a rejection later.

โœฆ

The route depends on the destination

Countries that accept apostilles need no embassy step. Countries outside the Apostille Convention still need general attestation and then embassy legalisation. Check your country before you apply.

โœฆ

Verification is now online

IBCC QR-coded documents, HEC e-certificates and MOFA e-certificates can be checked online, so a clean digital copy is part of your file.

Step-by-Step Process

1

Sort your documents by type - School level (Matric, FSc) goes to IBCC. Bachelor's, Master's and higher degrees and transcripts go to HEC. IBCC does not attest degrees, and it does not attest certificates from private institutions.

2

O and A level students: get IBCC equivalence first - Apply at the IBCC equivalence portal. Processing is 15 to 20 working days and the fee for a foreign qualification is Rs 6,000. The statement of result is valid for 6 months.

3

Get board verification online - For BISE and BTE documents, the board verification must show on the IBCC portal before you submit. Check this before you book anything.

4

Apply for IBCC attestation - Register at attest.ibcc.edu.pk, log in, choose appointment, courier or express, and pay through 1Bill or a UBL challan. The listed fee is Rs 1,200 per original certificate or DMC. Bring the original, one photocopy, the receipt, student and father CNIC copies and the board verification printout. Remove any plastic coating first.

5

Apply for HEC attestation for degrees - HEC moved to online paperless degree attestation from 11 May 2026 at Rs 3,000 per document. You get an e-certificate that can be downloaded and verified online.

6

Register on the MOFA portal - Go to portal-attestation.mofa.gov.pk. Apostille services have needed prior online registration since 27 Jul 2026: create an account, add your details, upload both sides of your CNIC, then create and submit your application with documents. Updates come by email. Confirm the current steps on the portal itself.

7

Choose apostille or general attestation - If your destination country is in the Apostille Convention, you need an apostille. If it is not, you need general MOFA attestation. Check the country before you pay.

8

Pay and wait for the e-certificate - Pay online. After processing, MOFA emails the e-certificate. The circular says you do not visit MOFA except in exceptional cases. It does not say what counts as exceptional, so watch your email and the portal.

9

Check the e-certificate - Apostilles can be checked by number or QR code. Download your e-certificate, check that your name, document and number are correct, and keep the file safe.

10

Ask your destination embassy what it needs - Some countries accept a Pakistani apostille as it is. Others still want legalisation or their own certification. See the country notes in our full MOFA guide, then confirm with the embassy.

11

Keep the originals safe - Scan every document before you send or hand over anything. Do not post your only original without a tracked courier.

Insider Tips

TIP 1

Treat the portal as the final word - The portal is new and the circular is one day old as of today, 15 Oct 2026. If this page and the portal disagree, follow the portal.

TIP 2

Do not pay anyone to queue for you at MOFA - The circular says no visit is needed except in exceptional cases. Be careful with anyone who still says you must come in person.

TIP 3

Fix name mismatches early - Name, father's name and date of birth must match across documents and your CNIC or passport. Correct them at the source before you start attesting.

TIP 4

Allow for the slowest step first - Equivalence takes 15 to 20 working days, and IBCC courier returns are listed at 10 working days on one page and 15 on another. Plan around the longer figure.

TIP 5

Use IBCC express only when time is short - Express is Rs 3,000 per original and Rs 1,500 per photocopy at Islamabad and Lahore, with return in about an hour. The hours differ between IBCC pages, so check before you travel.

TIP 6

Remember IBCC office hours - Monday to Thursday, 8am to 4pm.

TIP 7

Only blood relatives can apply for you at IBCC - Plan this if you are studying or working in another city.

TIP 8

Check your country before ordering extra copies - If your country accepts an e-certificate, you may need fewer paper copies than older guides suggest. Ask the embassy or university what format it takes.

Frequently Asked Questions

9 questions - click any to expand

A

An apostille is for use in countries that are parties to the Apostille Convention, and it is usually the only MOFA step those countries need. General attestation is for countries outside the Convention, which then usually ask for embassy legalisation as well. The HCCH table last updated 30 Jun 2026 lists 130 parties, and UAE, Qatar and Malaysia are not listed. Qatar joined HCCH as a member in Sep 2026 but is not an Apostille party. The UAE embassy requires Pakistan MOFA attestation first.

A

The 14 Oct 2026 circular says no visit is needed from 12 Oct 2026, except in exceptional cases. We could not find a definition of exceptional cases, so ask through the portal if you think you are one.

A

We could not confirm this. We found nothing on whether attestations done the old way before 12 Oct 2026 are still accepted. Check with the office that asked for the document, and with MOFA through the portal.

A

We could not confirm a current MOFA fee for the new system. The last fees we found were effective 8 Jul 2024: Rs 3,000 for personal and educational documents, Rs 4,500 for legal and Rs 12,000 for commercial. No new fee notice was found, so check the portal before paying. For comparison, HEC degree attestation is Rs 3,000 per document and the IBCC listed attestation fee is Rs 1,200 per original certificate or DMC.

A

For MOFA apostilles, the service catalogue says they can be checked by number or QR code. HEC e-certificates can be verified online. IBCC QR-coded documents can be verified free at attest.ibcc.edu.pk/verification.php, and equivalence at equivalence.ibcc.edu.pk/verification.php. IBCC manual verification costs Rs 600 per certificate plus Rs 300 courier. We have not seen the MOFA portal's own verification screen.

A

No official processing time has been confirmed. One MOFA document snippet mentions two hours, but we could not confirm it for apostille or the new portal. Do not plan around it.

A

We could not confirm whether originals must be couriered or handed over under the new system. The portal should say. Do not post your only original without a tracked courier and a scan.

A

No. IBCC attests certificates from recognised BISEs, BTEs and Wafaq or Tanzeem bodies. Bachelor's degrees and above, which means Level 4 and higher, go to HEC.

A

No. If your destination accepts the Pakistani apostille, you may not need it. Examples from embassy pages: the Italian embassy in Islamabad accepts only Pakistan-apostilled documents from 18 Nov 2024 and wants an Italian translation. The Turkish consulate in Karachi says apostilled Pakistani diplomas and transcripts are accepted. Germany objected to Pakistan's accession, and the German embassy certifies copies of study documents itself. Always confirm with your own embassy.
